The federalist manifesto


We, political parties, associations, personalities, citizens, who have undersigned this manifesto, convinced that federalism is the organization of the state that best suits the Cameroonian nation, call all citizens in order to implement, peacefully and democratically "The Federal Republic of Cameroon"!

Cameroonian people,


By the Germano-Douala Treaty of 1884, your territory was built as a colony of the German Empire. In 1916, each victor of Germany, France and England, annexed a part of your territory, which was thus integrated into their respective empires. In 1919, the Treaty of Versailles which settled the fate of the war maintained the partition of Cameroon and made two territories under mandate entrusted to France and Great Britain by the League of Nations (LON). In 1945, at after the World War one end, the UN, which succeeded to the League of Nations, transformed your mandates into trusteeship Your victory on the colonist during the war of liberation, , silent with a heavy tribute, led each of your territories to independence in 1960 and 1961. The referendum organized by the UN in 1961 consecrated, to our great despair, the annexation of Northern Cameroons to Nigeria. Fortunately, Southern Cameroons was integrated into East Cameroon to form "The Federal Republic of Cameroon"!

Cameroonian people, the unitary state has failed.


The federal organization of the state, set up as soon as the reunification at the dawn of independence, ceased on May 20, 1972 by a controversial referendum to give way to a unitary state, which has since led your destiny. The unitary state has concentrated power to an extreme degree. It has dispossessed you, you the sovereign people. This concentration of power, facilitated by the institution of the unique party, freed the state from any control. It has expressly annihilated its self-regulation abilities. Neither parliament, nor justice, nor the media are any longer a barrier against the hegemonic power of the executive who has invested all forms of powers. There followed an unbridled development of all vices, abuses and disturbances: confiscation of the State by a caste of civil servants, corruption, clientelism, impunity, tribalism, an extensive collusion between the civil servants with private interests without faith or law. We are witnessing the promotion, the blossoming of criminal behaviors: theft, abuse of trust and authority, diversion of public and private property, mismanagement of public funds, sectarianism, fraud, denial of justice, prevarication. More seriously, incivility, immorality and cynicism are instituted into rules of conduct.

The unitary state has failed despite its slogans:
on national unity – the country is literally fractured,
on peace - there is none left,
on national integration – tribalism, which has become a way of life and thought, is mounting the assault on the economy, politics, state power and the Republic.
on the fight against corruption - corruption has plagued the social body, it affects all public and private transactions,
on equality of rights for all citizens – the natives of ..., the cousins of ..., the rulers and the haves, draped in their de jure and de facto immunities, are finally "more equal" than the governed and the poor, the common people.
on justice for all - trials have become the exclusive business of magistrates and bribers who set the price of injustice. Justice is no longer done in the name of Cameroonian people, it is settled by the intimate conviction of corrupt judges and the offer of justiciable bribers, the right being trampled without any possible appeal.
on the economic growth and the populations prosperity - the urban dwellers as well as the rural ones impoverish more and more, deprived of basic services: public service, decent housing, potable water, sewerage system, electricity, roads, education, health, jobs.

Cameroonian people - The federal state is our future:


Here its organization:

The federal state will not make men more virtuous and less corruptible. Nor is it a cornucopia that will dump assets on people and eradicate poverty. But it will make it possible to fight effectively against the disturbances that led the unitary state to failure;
The federal state that we submit to you, sovereign people of the Cameroonian nation is as follows:

  1. The 10 Regions of Cameroon will be 10 sovereign Federated States.

  2. An eleventh State, the federal state or the Federation sitting in Yaounde, will receive, through the Constitution, some exclusive competences as well as some others shared with the federated states.

  3. Each state will have
    1. at the central level, an administration with three elected branches: the legislature, the executive and the judiciary

    2. at regional level,
      1. divisions with elected administration with 3 branches, the legislative, the executive, the judiciary

      2. a permanent college of traditional rulers

    3. at local level
      1. municipalities headed by a municipal council, a mayor, municipal justice

      2. a permanent college of traditional rulers
  4. The relationship between the entities will be regulated by constitutional provisions, the courts of justice and agreements between the parties. The principle of subsidiarity will guide competence ability between federal, central, regional and local authorities.

  5. The financial management of the Federation shall ensure the viability of the Federal State, the Federated States, the Divisions and the towns.

Cameroonian people, the federal organization will straighten Cameroon.

  1. The balance of power at the top
    It is obtained by
    1. The suppression of any subjection between the President, the Senate, the National Assembly, the Supreme Court

    2. The obligation to cooperate for the highest institutions of the State

    3. The application of the principle of effective accountability for all State agents

  2. The fight against abuses of power, delinquency and crime

    « "Power stops power." The effective separation of powers, the split organized by the Federal Republic (Federal State - Federated States - divisions - municipalities) and the principle of subsidiarity will prevent the creation of long chains of crime. This will allow an effective fight

    1. against corruption and illicit enrichment

    2. against the misappropriation of public property and funds

    3. against the confiscation of the State

    4. against the misbehavior of justice

    5. against tribalism and nepotism

    6. against the unaccountability, irresponsibility and impunity of State agents

  3. the implementation of an administration, better controlled by citizens,

    Being rid of the heavy guardianships which wrongly presupposes that the central administrations are more competent than the local ones, the local and intermediate administrations will be more efficient, more reactive, closer and more responsible. So will it be for

    1. education

    2. Justice

    3. public health

    4. economy and employment

    5. security

    6. culture

    7. transportation

    8. NTIC, telecommunications

    9. Energy

    10. environment and fight against pollution

  4. A more institutionalized and more transparent public finance administration with:
    1. a complete disconnection between the funds collector and the user of it

    2. an Institutional and budgetary allocation of funds to the bodies responsible for carrying out the tasks

    3. efficient and stable management rules

    4. a systematic and multiform control of the opportunity, the sincerity, the regularity of public funds management

  5. A democratic institutional organization to deal with crisis
    1. crisis are handled from the start at their 1st appearance.

    2. The crisis are treated at the appropriate level (township - department - State - Federation)

    3. Institutional mediators are installed and operational at each level

Fellow Cameroonians, The Federal Republic of Cameroon is not a dream.
It is a project, a project within our reach. We must convince the majority of Cameroonians from East, West, North and South that it is the way, there is a future for our beloved country. In the unitary state we are no longer dreaming. In the federal state, let's project our dreams and resume our march forward.
